Bug? Runic shield at lake tyralon

I talked to three dwarfs. Simon whom I bought the shield from for 10k, who said to go see Axes. Axes who takes the shield and upgrades the shield for 10k returns it and sends me to Vic. Vic takes the shield and another 10k but doesn’t return the upgraded shield. Now I’m out 30k and have no shield. Glitch?
