I have all my Appraise, Mind and Personality, Persuade Gear on. I am trying to do 2 quests related to this guy. The power and the Perogi one.

Any advice?

You need the Golden Bough. Check the trees on the surface. Look for a golden one with red bark.

You need the quest Find a Way, "For Marshall, Shipbuilders' Union Hall, Seversk Harbor, find a way to travel to the Home of the Ferryman so you can do Fetharyne's quest. See Frostya who lives near Kin'-Grust' Lake."
