The Scavenger Quest

This is my wife and I's second run through of the Mithril Horde expansion and this time we cannot complete the Scavenger quest, even though we did it the first time with no trouble.
We have searched along the coast of Pontiniakh Bay at night several times and have tried to board the 3 ships there, hit every bush etc and even revisited the sunken city but no joy.
Has any one any ideas?
If Cat is viewing this thank you for all these brilliant expansions which have been a great boon to banishing boredom during this country's second lockdown.
Stay safe
