This is the final ingredient I need to complete this quest. I have camped out at all the potion shops in the expansion and can not find this item. Where can I find or purchase it? Or do I need to create it myself?

You have to make it yourself. You need at least two ingredients that have feather as an attribute: Spritesbreath and Wind Flower for example.
