Help Mrs. Stickey

I’m having trouble finding Mavis the Murkey Witch.
Rushman says she’s in Bubble City Backwater and Mrs. Stickey says she’s in Algae Reefs.
The only thing I can find is a building called Mavis’ Stores - Keep Out but the door is locked.
I’m looking for her special persuade potion.
Any help would be greatly appreciated.
