Fix the teleporter in weaver village

I’m stuck. I can’t figure out how to repair the teleporter in weaver village.

    You need to flip that lever with a wrench in your inventory.

    You get that from the Goblin Leader in Weaver Village.

    Where do you get the fixing teleporters for dimwits book? I thought he said Belovodsk, but I cant find it there :(

    It's on the door of Master Rukin's house in Belovodsk Palace Square in the mid east. His house has a pergamen on it with his name. Hit the door.
